Two seas, one road south
People come to Vlore for two different things. Some want the town: a long seafront, the bay, and an easy base where the Adriatic and the Ionian meet. Others treat it as the trailhead for the Albanian Riviera, and that is the version that really needs a car. Once you point south on the SH8, the road climbs hard up to the Llogara pass before dropping you down toward Dhermi, Himare and eventually Saranda.
That climb is the whole experience. The pass tops out high above the coast, and the first time you crest it and see the Ionian laid out below is the moment most people understand why they bothered with the mountain hairpins. We would always drive it in daylight: the bends are tight, the gradient is real, and the occasional tour coach will sit on the centre line through a blind corner.
One honest note on the cars. Automatics and higher-riding models are thinner on the ground in Albania than manuals, and they sell out first in July and August. If you want one for the coast road, book early and use the gearbox filter rather than turning up in Vlore hoping for the best.

The SH8 climbs out of Vlore and crests high above the sea before the long descent to the Riviera villages. A sealed road the whole way, but a genuine mountain drive.
Dhermi, Himare and on to Saranda
The string of Ionian beach towns has almost no useful public transport. With a car you set your own pace and stop at the coves the buses skip entirely.
Karaburun and Sazan by boat
The protected peninsula and the offshore island are reached by boat from Vlore, not by road. The car still gets you to the harbour and the quieter southern coves.

Do I really need a car in Vlore?
In the town itself you can walk the seafront and reach the old centre without one. The minute you want the coast south of town, though, a car stops being optional. The SH8 over the Llogara pass and down to Dhermi and Himare has almost no useful public transport, and the furgon minibuses run on their own logic. If the Riviera is your reason for coming, drive.
How far is Vlore from Tirana, and can I pick up there?
Vlore sits roughly 2h15 south of Tirana on the SH4 and then the SH8. You can collect a car in Vlore directly, or pick up at Tirana Airport when you land and drive down; both work, and the right choice depends on whether you want to see anything between the two.
Is the Llogara pass hard to drive?
It is a real mountain road with tight switchbacks and a long climb, but it is sealed and well used in season. Drive it in daylight, keep to a steady pace on the hairpins, and watch for tour coaches taking the centre line on blind bends. The view from the top down onto the Ionian is the reason people remember the drive.
Can I reach the Karaburun peninsula and Sazan by car?
Not directly. Karaburun is a protected peninsula and Sazan is an island, so both are reached by boat from Vlore rather than by road. A car is still what gets you to the harbour and to the quieter coves on the way south, so it pairs well with a half-day boat trip.
